Like the Centre, this is one of the most diverse districts both architecturally and historically and socially. One of the oldest settlements of Tallinn is here - Kalamaja with 1 to 2-storey wooden houses, Pelgulinn with more modern wooden buildings and areas of multi-storey houses (Pelgurand which was established in the fifties). Being mostly located on a peninsula, North Tallinn has a big development potential. There are many industrial enterprises, ports and railway transport establishments here.

14% inhabitants of Tallinn are living in Northern-Tallinn district, it makes 53 696 inhabitants and with population density 3103 inhabitants per 1 km2.
Main LUDA’s Problems (social / political / economical / ecological):
Poorer population, higher criminality, bad conditions of buildings, shortcuts of logistics, shoreline is conquered by ports and industry and there are few public areas.
Reasons for Neglect:
Other more important problems in the city of Tallinn and shortage of municipal budget.
