BALLYMUN REGENERATION PROGRAMME

In 1984 the municipality set up a special committee to monitor and implement proposals to tackle the problems being experienced in Ballymun. New, radical management approach was accepted. The project is being managed by Ballymun Regeneration Ltd (BRL), for the City Council to ensure that Ballymun benefits from economic and social regeneration, as well as excellent housing; the project is committed to certain core principles that act as foundation stones for the new Ballymun and is implemented in direct cooperation with tenants.
The basic elements of the regeneration programme for Ballymun follow the overall strategy for Dublin: creation of Masterplan (based on quality design); vibrant Main Street development (variety of commercial, residential and leisure facilities); “flagship projects” of regional/ national significance with large local employment content; quality homes with good social mixture; Business and Technology Park (sustainable local employment opportunities); identifiable neighbourhoods with relevant community facilities; well defined parks and playgrounds (appropriate recreational facilities); effective local administration with community based local estate management; upgrade of the physical environment; increase of security; and social stability.
The project of the Ballymun Regeneration will take up to the year 2010 to complete.

Good practice and innovation:
1. Clear and direct vision for the area, controlled by one institution, supervising and supporting local scale initiatives and providing the overall view over the on-going processes
2. full recognition of the problem (socio-economic and structural, image) and precise improvement actions with the support and cooperation of local community
3. Increase of the community involvement and positive perception by the change of the image – creation of strong psychological linkages between the individuals and the area (art, environment, cultural and social activities)
4. Introduction of the visitors to the area (to avoid ghettoisation of Ballymun) by location of city scale facilities and services
