REDEVELOPMENT WITH A GREEN BACKBONE
After a relocation of the NMBS to the port zone,
the area has entered a transformation phase to achieve high residential and commercial qualities. The core of
the redevelopment strategy is creation of the 17 ha urban green area (multifunctional park), providing the space
for active and passive recreation and sports that should become a driving force to enhance the redevelopment of
the surrounding districts. Through this project, the local administration aims in provision of the catalyst for
upgrading the poor neighbourhoods and encouraging new forms of land use within the post-industrial and harbour
areas. The key issues here are the enhancement of social and economic qualities, cooperation with various
stakeholders and the efficient strategy for multiple funding. The park, planned as a backbone of the future
redevelopment, will be implemented by the year 2008 (on the base of the consensus letter, expressing unifying
strategic vision for the desired development of the area that was composed in 2001, with the planned starting
date of year 2004).
Good practice and innovation:
- The development project together with a new park (introduction of the green space into the structurally distressed area)
is seen as the catalyst for the improvement of the area along with the adjacent neighbourhoods
- The cooperative approach of the city with a diversity of stakeholders generates a vision that satisfies all the process participants
- searching for the access to different funds guarantee the realisation of the complex programme ("small steps forward" strategy)
