LUDA Regeneration Process Framework LUDA Regeneration Process Framework is a set of criteria to be taken into consideration when approaching urban regeneration problem in a holistic and integrative manner. The LUDA Regeneration Process Framework (see Figure 1) helps the decision-makers to better comprehend the complexity of sustainable urban regeneration by structuring it in five main dimensions:
This framework forms the structure of the LUDA Assessment Decision Support System. Figure 1 LUDA Regeneration Process consists of the subsequent steps (A) representing phases of planning in the sustainable urban regeneration. Each of these steps involves completion of a number of separate but interlinked ‘assessment tasks’ (see Protocols and Handbook E4 for details). Sustainable urban regeneration encourages participation of diverse groups of stakeholders (B) in the assessment activities. Ideally, representatives of each of the listed groups would have their say in decision-making. To learn more about engaging stakeholders in the LUDA Regeneration Process, see Handbook E3. Sustainable urban regeneration gives equal standing to all sustainability issues (C). The assessment methods applied throughout the LUDA Regeneration Process support devising a regeneration programme aiming at enhancing all aspects of sustainability. Urban development and regeneration can take place at various spatial levels; from the whole city down to that of individual building (D). Equally, the implications of this process can be felt from local to global scales. For example, the provision of new buildings causes extraction of raw materials elsewhere and the manufacture of components, which, in turn, creates emissions that can have effects on the environment at all spatial scales. The long-term thinking is crucial for sustainable urban regeneration, but its effects also need to be considered sooner. The time-scale used by LUDA project, i.e. short-term (0-5 years), medium-term (5-20 years) and long-term (more than 20 years) represents the average scale used in economic and strategic planning (E). Each of the assessment methods and techniques in the LUDA Assessment Decision Support System can be identified by its alignment to the criteria listed above. The Select method option allows the decision-maker to input any combination of these criteria and view a list of methods and techniques that can be used in a particular distress situation. The user is then able to bring up the descriptions of the selected assessment methods.
